Okay so I'm pretty sure I that the iPhone 3G 3.1 firmware can't be jail-broken unless on a mac(which I don't have), but i just wanted to post and see if there is any way to do it in Windows that I have not found

You are correct 3.1 cannot be jailbroken YET (mac or PC doesnt matter)
When you updated to 3.1 it upgraded your baseband and there is no way to downgrade (YET)
