Bypassing it may cause problems, but replacing it with a smaller one should be okay.

use a multimeter and check "ohms"

Don't replace it with a resistor, it'll put full battery power across it. Don't bypass it, it'll dead-short the battery. I would say cut it off, but it probably has filtering purposes as well. You could probably get away with a 470, maybe even 220 microfarad capacitor.

Ya, it's probably a filtering capacitor or something...
