Wow, that's amazingly cheap. I'll be sticking with my 3000 yen unlicensed piece of shadiness, but good luck to you with hacking it 
I can't wait to see how a Mega Key helps with compatibility. I think the reason Sonic 3 didn't do anything on Ben's is that it didn't have a region at all, so it didn't know what to do when it got to the region check. Mine says "Use exclusively on NTSC Mega Drives." or some such when I have my Game Joy set to "Other" region (i.e. not Japan).
Anyway, I think there should be some sort of thread that says when sales are happening for these things. I've no business starting it really, though I can say that nationwide Sofmap stores in Japan are selling the Sega Toys (Japanese version of the Radica) one for 2079 yen with tax included- that's about $21. Pretty good when you consider MSRP here is almost double that.

@SgtBowhack - you are correct in assuming that the Radica has NO REGION! I have come to this conclusion by the following...
The only cart I had to test on my modded Radica was "Streets of Rage (UK/PAL)". Now IF the Radica had a region - then it would have displayed "Bare Knuckle" at the title screen, but instead it only displays the normal "Streets of Rage" screen...
This also explains WHY Ben only got a black screen with region locked games - because (as you said) there is NO REGION, meaning the ROM code just freezes and doesn't know what to do!
Some of you may ask how I only had one cart...well I sold my MD and my cart collection a LONG time ago. The only cart that got spared was S.O.R., as it was left in the bottom of a box under my bed!
Ah well, all for the best I guess!
Anyhow, we DO know that there is an option for 50/60Hz, as the U.K. consoles run in 50Hz whilst the USA and JAP ones run in 60Hz. Now we just need to figure out WHAT is being "switched" to alter the screen frequency...
Also I've come up with a way to 'build' a cart slot using a 'halved' 31pin edge connector and some veroboard...
The more astute of you may notice that if you draw a solid black line down where the middle ground pin of the cart slot is, then you can use two 'halves' of a 31pin connector
(yeah smart alecks - it's not EXACTLY half on either side, as one side has more pins than the other!
)
The beauty of this method is that it creates a sort of "key" in the middle of the slot that helps to stop you from wiring the cart slot back-to-front!
On the down side, you'll have to reinforce the middle of the cart slot or the veroboard can snap!
(just glue a small square of plastic in the middle)
It's a REALLY cost effective method though, as you don't have to kill a MegaDrive to get the cart slot! (unless your MegaDrive is already DEAD that is!)
Anyhow, that's enough for now methinks!

Well, that doesn't exactly prove that it has no region... the games itself even on the Japanese one are the USA version, so it could be region coded for USA and fails the region test for other reasons (such as pins missing or something- someone should check Sonic 3 for extra pins that aren't attached to the Radica or something).
