Can an xbox 360 controller or console be modified so that during 1st person shooter games like "COD black ops" the rumble will only work when the shooter is shot, not when the shooter is shooting. If so, how?

Not possible, unless the game actually has different rumble intensity for those two, in which case a PIC may be programmed to allow it.
